Set your oven to 375°F and coat a 9x13 pan with grease or spray.

Whisk the salt, flour, and baking soda in a small bowl. In a bigger bowl, cream together the butter, sugars, and vanilla until fluffy. Beat in the eggs one at a time, mixing after each. Slowly fold in the dry ingredients, then gently stir in the chocolate chips.

Spread half the dough evenly in the greased pan. Pop it into the oven for 8-10 minutes. Take it out to cool a bit.

As the first layer bakes, heat the caramels and milk in a double boiler until smooth. Stir in the peanut butter. Once melted, spread it over the baked cookie layer.

Drop spoonfuls of the rest of the cookie dough on top of the caramel layer. Spread it out gently.

Bake for about 15-20 minutes, or until the top turns a light golden shade.
