Set your oven to 350°F (175°C) so it's nice and hot for even baking.

Grab a medium bowl and sift together the baking powder, flour, and salt. In another bowl, combine the sugar, lemon zest, and melted butter. Stir in the lemon juice and milk until mixed well. Slowly combine the wet and dry ingredients, stirring until smooth with no lumps.

Spread the batter evenly into a greased 9×9 inch baking dish. Toss it into the oven until it puffs up, the crust turns golden, and the inside gets all lemony and soft—takes about 30-40 minutes.

Let it cool a bit before digging in. Sprinkle on some powdered sugar or add whipped cream if you like.
