Turn on the oven to 375°F and lightly coat a 9x13 dish with some oil or cooking spray.

Combine the beef, onion powder, garlic powder, and a pinch of salt and pepper. Shape it all into 6 equal-sized patties.

Using a skillet, brown each patty on both sides. Don't worry about cooking them fully. Put them aside once browned.

In the same pan, stir together 1 cup of the milk and the flour until smooth. Slowly pour in the second cup of milk, stirring until it thickens into a gravy. Add salt and pepper to taste.

Start with half the potatoes in the dish, followed by half the onions. Lay the browned patties over this, then top with the rest of the potatoes and onions.

Pour the gravy over the layered dish. Cover it with foil and bake for an hour. Take off the foil, sprinkle with cheese, and bake for another 15 minutes.
