Combine the flour, sugar, baking soda, cocoa powder, and salt in a big bowl. Whisk it all together to mix.

Add your water, vanilla, oil, and vinegar into the dry mix. Stir everything until smooth with a whisk or spatula.

Pour the batter into your prepared pan. Bake for 30-35 minutes. Use a toothpick; if just a few crumbs stick, it's ready! Let it cool.

Grab an electric mixer. Blend the cocoa powder, butter, vanilla, honey, and powdered sugar on low for half a minute.

Keep mixing while you slowly add in the milk, one spoonful at a time, till you get the texture you like. Spread it over the cake once it's cool.
