In a medium-sized pot, warm up the olive oil on medium-high heat. Toss in the rice and stir around until it's evenly coated. Keep stirring every now and then while the rice starts to take on a golden brown color. Add the chopped garlic and let it cook for one more minute.

Pour in the water, add the salt, and sprinkle in the lime zest. Let the mix come to a good, strong boil. Put a lid on the pot, lower the heat to its lowest setting, and let it simmer for 15 minutes. Turn off the heat after that and let it sit with the lid on for another 10 minutes.

Using a fork, fluff up the cooked rice. Move it into a serving dish, pour the lime juice over the top, and toss it together with the chopped cilantro. Serve it while it's warm and fresh.
