Boil the orzo until it's firm but not too soft, following the package. Drain it and let cold water run over it to cool down.

Grab a bowl and whisk together garlic, olive oil, lime juice, chopped cilantro, chili powder, cumin, salt, and pepper until smooth.

In a big bowl, toss together the cooled orzo, diced peppers, halved tomatoes, chopped red onion, rinsed black beans, and cheese crumbles (if adding).

Pour the dressing over the pasta mixture and gently toss everything so it's evenly coated.

Put the salad in the fridge for at least an hour. Let the flavors come together before serving cold or at room temp.
